Abstract

Slum settlements in Indonesia pose complex challenges requiring integrated planning and design. Singa Gembara Blocks 7–12 in East Kutai Regency were designated a priority slum area in need of comprehensive revitalization. This study presents a strategic masterplan coupled with Detailed Engineering Design (DED) for revitalizing the Singa Gembara 7–12 area, aiming to improve infrastructure, housing, and community well-being in line with national slum eradication policies. Methods: A multi-stage planning process was employed, including field surveys (physical, social, economic data collection), participatory design workshops with stakeholders, and technical analyses based on the government’s 7+1 slum indicators. The masterplan was developed iteratively, followed by detailed designs for priority projects, prepared according to national standards. Results: The outcome is an integrated spatial plan and DED documentation covering upgraded housing, paved roads and drainage, improved water supply and sanitation, solid waste management facilities, fire protection, green open spaces, and new socio-cultural facilities. Key proposals include constructing a cultural community center, establishing a neighborhood park, installing hydrants and communal septic systems, and regularizing land and building permits. The revitalization plan provides a technically sound and socially inclusive roadmap to transform the slum area. It leverages local cultural strengths and inter-agency governance for sustainable implementation. This case demonstrates the importance of strategic masterplanning combined with detailed design in slum upgrading, offering insights for policy-makers and practitioners in achieving resilient and livable communities.
