Optimization of Budget Planning for Irrigation Canal Rehabilitation to Enhance Project Efficiency

Abstract

This study aims to optimize the budget planning for the rehabilitation of the Rempanga – Bukit Biru irrigation canal in Tenggarong, Kutai Kartanegara, East Kalimantan. The focus of this research includes accurate estimation of construction costs, identification of key cost components, provision of a solid basis for project budget planning, and ensuring the economic feasibility of the project. Data were collected through field surveys, technical documentation, and lists of material and labor prices, followed by detailed cost calculations using the standard analysis of the Ministry of Public Works and Housing. The cost estimation revealed that concrete masonry work constitutes the largest share of the total budget, followed by stone masonry and earthwork. Budget optimization was carried out by identifying major cost components and applying value engineering principles. This analysis emphasizes the importance of precise cost planning to support project implementation efficiency, as well as the potential for risk control to minimize material and time wastage. The findings of this research can serve as a reference for similar projects in regions with comparable geographical and technical challenges. Future research is recommended to integrate digital technologies such as Building Information Modeling (BIM) for real-time cost simulation and integrated project management.
