Evaluation of Drainage Project Performance Based on Progress Relative to the Budget Plan

Abstract

Drainage system development projects are an essential component of basic infrastructure, aimed at managing surface water and preventing flooding in densely populated areas. This study aims to evaluate the performance of the Loa Janan – Rapak Dalam drainage construction project based on actual physical progress against the Cost Budget Plan (RAB) as of the project completion date on December 20, 2024. The method used is a descriptive-quantitative approach by analyzing the deviation between planned and actual work weights across each work division. The results show that the cumulative physical progress of the project reached only 89.10% of the planned total, with a negative deviation of 10.90%. The value of theunfinished work was recorded at IDR 1,302,680,901.61. The largest deviations occurred in Division B (Drainage Channel Works) and Division D (Utilities), amounting to IDR 875,941,805.88 and IDR 416,739,095.73 respectively. One of the main causes of delay was the prolonged process of relocatingexisting utilities, which hindered fieldwork execution. This study demonstrates that progress-based evaluation against the budget plan can provide an objective view of project performance and serve as afoundation for technical decision-making and future improvements in project management.
