Optimization of Project Management Implementation to Minimize Delays in the Usaha Tani Street Project in Tenggarong District
Abstract
The rural road development project in Tenggarong District plays a vital role in supporting connectivity and advancing the agricultural sector. However, this project has faced significant delays due to various factors, including technical and administrative obstacles. The delay in project completion not only disrupts the construction schedule but also negatively affects the local community's economy. Therefore, this study aims to analyze the causes of delays and formulate optimized management strategies to minimize the impact of these delays. This research uses a quantitative and qualitative descriptive approach. Primary data were collected through field observations, semi-structured interviews with stakeholders (project managers, field supervisors, and contractors), and documentation of weekly project progress reports over a 12-week period. Secondary data were obtained from literature studies related to road project management and construction delays. Quantitative data were analyzed by comparing planned and actual progress using tables and graphs, while qualitative data were thematically analyzed to identify the main causes of delays and the corrective actions taken. It was found that the actual progress lagged behind the planned progress, particularly between weeks 3 and 8, with the highest gap reaching -6.29%. However, optimization efforts through increased labor, schedule adjustments, and accelerated material procurement successfully closed the gap, so that by week 12 both planned and actual progress reached 100%. These findings demonstrate the effectiveness of adaptive control strategies and intensive coordination among stakeholders.
