Analysis of Budget Allocation Optimization Based on the Bill of Quantity (BOQ) in a Swamp Reclamation Project

Abstract

This study aims to analyze the structure of budget allocation based on the Bill of Quantity (BOQ) document for the Swamp Reclamation Network Improvement Project in DR. Petung, Penajam Paser Utara Regency. A quantitative descriptive approach was used, focusing on calculating the cost proportions and work weights to identify dominant components in the project. The analysis revealed that out of a total budget of IDR 3,333,333,333.33, three major work groups box culvert bridge construction (IDR 1,120,928,026.65 or 33.63%), screw-type water gate (IDR 871,211,789.55 or 26.14%), and primary canal works (IDR 816,184,000.00 or 24.49%) absorbed more than 84% of the total project cost. These proportions align with the work weights stated in the BOQ, indicating consistency between the technical workload and budget allocation. These findings reinforce that hydraulic control structures are critical components in swamp reclamation projects and should be the primary focus in budget planning and cost control. The study recommends applying data-based BOQ evaluations as tools to improve budget efficiency and risk management for future infrastructure projects.
